OMBUDSMAN ESTABLISHED

StarLink-IRC has adopted the concept of "ombudsmen" to ensure better communication between residents and staff. (See "Background" below). Ombudsmen are particularly trusworthy persons generally well known to most users of the net. By design, ombudsmen are NOT official StarLink-IRC staff members in any capacity. They are, however formally acknowledged as having demonstrated integrity and trustworthiness. Where folks are uncomfortable (for whatever reason) speaking to IRCops or CService, the Ombudsmen are here to give them someone to talk to and ensure that concerns get addressed. Ombudsmen will pass information to and from staff members as they deem necessary to do their job. The other characteristic of Ombudsmen is that they are proven to be extremely resistant to intimidation (whether from staff or users) That means YOUR concerns WILL get addressed.
PLEASE don't hesitate to let somebody know when you have ANY question about the actions of any staff memeber ... we can't investigate and repair problems if the real users of the net don't get the word out to someone. Background: The ombudsman concept was initiated when we discovered (MUCH to our embarassment) that users were being intimidated into silence about the behavior or certain (ex) staff members. SL-IRC is a fair, honest, and open network and intimidation of any kind is not tolerated and, when discoverd, dealt with swiftly. Despite all the various pathways for complaints and comments, and for a number of reasons, the improper behavior of a couple of staff members was not recognized for quite some time. |

CHANNEL SERVICE - RETIRED STATUS
"Retired" status is in recognition of service performed in establishing and continuing the principles of StarLink-IRC.
1. Retired status is available only to inactive CService members who are: a. Founding members of the network, or b. Have been awarded such status by unanimous vote of the current active membership.
2. Retired members of Channel Services do not vote on channel service issues but may: attend Cservice activities to share their comments and opinions; carry the CService banner; and subscribe to CService mail lists.
3. Retired members may return to active service simply by doing so ( participating in #channels, cservice activities, and coming to the meetings on a regular basis) and requesting reinstatement to active status

ORGANIZATIONAL STRUCTURE
Support services restructured. These services, with the assistance of many, must inherently coordinate with and support all members of all groups rather than with each other.
Coordinators re-designated as Secretary . Done to correct some confusion as to roles. Coordinator was being read as "administrator" by some. Secretary is a more accurate description of duties.
Alternate position added to Secretary to ensure coverage during vacations and absences.
Mail lists added: Slirc-servadm@ : To individuals having read/write access to config files (ircd.conf, uworld.conf, cserve.conf, etc.) SLirc-abuse@: To all admins/opers/cservice.
